HiCenter is a technology entrepreneurship and investment center established by the Haifa Economic Corporation and the Municipality of Haifa to support the development of the city’s innovation economy. It invests in and assists early-stage technology startups from Pre-Seed through Series A, with the goal of promoting sustainable, innovation-driven growth in Northern Israel. HiCenter plays a central role in connecting startups, investors, academic institutions, and industry partners to strengthen Haifa’s position within Israel’s broader tech ecosystem.

The organization operates several core programs. HiVentures is a growth platform for early-stage startups that combines capital investment, structured mentoring, and access to international investors; selected companies may receive a direct equity investment alongside grant-based support. HiFund, HiCenter’s investment arm, links entrepreneurs with a large network of investors and supports early-stage companies through targeted capital deployment.

HiCenter is also home to the Israeli National Center for Blue Economy, a national hub focused on marine and BlueTech innovation. The center advances ventures in areas such as ocean data, maritime logistics, and environmental technologies, and supports policy and research activities through the Maritime Policy & Strategy Institute. Across these activities, HiCenter contributes to regional economic development and the growth of technology-driven initiatives in Haifa and the surrounding region.
